What changes for a home outside Bastrop city limits?
Outside the city, the city's $0.504 line drops off, but other districts can take its place. The Bastrop CAD rate table lists 16 municipal utility districts with 2025 rates from $0.6071 to $1.00 per $100, including West Bastrop Village MUD and Wildwood MUD at $1.00, Altessa MUD at $0.83 and seven Colony MUDs at $0.665 to $0.85. It also lists Bastrop County ESD #1 at $0.0849 and ESD #2 at $0.10, which do not appear in the City of Bastrop's own overlapping rate table.
Which of these apply depends on the parcel, not the ZIP. The appraisal record on the Bastrop CAD property search lists every taxing unit for an account. For a home in a MUD, Texas Water Code §49.452 requires the seller to give a written notice with the district's rate before a binding contract; look up the district in the TCEQ Water Utility Database to confirm its type and status.

Do Bastrop subdivisions have PID assessments?
Some do. The City of Bastrop established the Hunters Crossing Public Improvement District on September 11, 2001, and the City reviews and updates its service plan and assessment roll each year. The City's FY2023 financial report lists the Hunters Crossing PID as a fixed annual amount of $415.00 in fiscal 2022 and 2023, on top of the four taxing units. The City has also adopted a resolution on public improvements and the assessment roll for the Valverde Public Improvement District, previously called Viridian. Texas Property Code §5.014 requires a seller to give a prescribed PID notice before a binding contract, and §5.0141 lets the buyer terminate within seven days of receiving a late notice. Ask for the current annual installment for the specific lot.
