Much of Kyle's new construction is financed through public improvement districts rather than the MUDs common elsewhere around Austin. The City of Kyle's FY2026-27 proposed budget carries a separate fund for six of them: Bunton Creek, 6 Creeks, SW Kyle PID #1, Plum Creek North, Porter Country and Limestone Creek. A PID levies an assessment on each lot to repay the cost of streets, utilities and other improvements, and the assessment is billed on top of the nine taxing units above. Texas Property Code §5.014 requires a seller to give the buyer a prescribed PID notice before a binding contract, and §5.0141 lets the buyer terminate within seven days of receiving it if the notice came late. Which emergency services districts tax Kyle homes?
Two emergency services districts appear on a Kyle homestead's bill in the City of Kyle's own rate table. Hays County ESD #5 levied $0.10 per $100 in 2025, and Hays County ESD #9, an emergency medical service district, levied $0.06237. The two Plum Creek lines are small but real.
