Where are new homes being built in Pflugerville, TX?
New homes in Pflugerville are concentrated in a handful of large subdivisions on the City of Pflugerville's Active Residential Subdivisions map, which the City describes as a record of subdivisions where construction is proposed or under way. Checked on October 2, 2026, Blackhawk had 990 homes still to be built, Carmel 768, the upcoming Blackhawk Far East 637, The Grove at Blackhawk 240 and Meadowlark Preserve 214. Lakeside Meadows, listed as mixed use, had 1,517 of 1,582 dwelling units still to come. The map covers both city limits and the extraterritorial jurisdiction (ETJ), so a subdivision on it does not necessarily pay City tax.
Building is speeding up. The Census Bureau's Building Permits Survey shows the City of Pflugerville authorized 377 single-family homes in 2025, up from 205 in 2024, with a reported construction value of $133,450,956. The Bureau's Vintage 2025 estimates put the city at 68,316 residents on July 1, 2025, against a 65,180 base in April 2020.
Some names still on portals are finished. Taylor Morrison marks Lisso 40s sold out, and Perry calls its Old Town East 40' homes a final opportunity. Sorento, Avalon and Falcon Pointe have fewer than 100 homes left on the City's map. For resale homes, the citywide tax table and ZIP 78660 prices, see the Pflugerville homes for sale page.

Our Austin home builders guide shows how to check any builder in public records.

What is the property tax rate on a new home in Pflugerville?
For 2026, a new home inside Pflugerville city limits with no special district pays a combined $2.266613 per $100 of taxable value. That is the sum of five adopted rates on the Travis County Tax Office's file of September 25, 2026: Pflugerville ISD $1.1069, the City of Pflugerville $0.5436, Travis County $0.38621, Central Health $0.132863 and Travis County ESD No. 2 $0.09704. Lisso, Kuempel Farms, Pfennig Place and Villas at Rowe parcels carry exactly those five, and Taylor Morrison's April 2026 Lisso sheet printed the same units at 2025 rates, $2.228533.
The City adopted $0.5436 on September 8, 2026, up from $0.535, and grants no general homestead exemption, according to the Travis Central Appraisal District's 2026 exemption listing. Travis County and Central Health exempt 20% of a homestead's value, and Pflugerville ISD exempts $140,000.
On a $400,000 homestead, that works out to $7,101.53 for 2026 with no district, and $10,023.96 in a Meadowlark Preserve Lot Type 2 home (computed). Builders' own figures vary: Scott Felder's Blackhawk sheet estimates 2.67% and Lennar's Meadowlark pages say about 2.19% plus a special assessment. The Austin property taxes guide explains appraisal, protests and the 10% homestead cap.

Which Pflugerville communities have a MUD or PID?
Pflugerville's newest in-city communities use public improvement districts (PIDs) rather than MUDs. The City lists three: Lakeside Meadows, Meadowlark Preserve and Martin Tract, which covers Enclave at Cele. A PID bills a fixed annual installment by lot type to repay the infrastructure, and it appears on the county tax bill. The installments due January 31, 2027 run from $1,474.58 for a Lakeside Meadows Lot Type 2 home to $3,171.91 for a Meadowlark Preserve Lot Type 3 home, and a Martin Tract Lot Type 2 lot owes $3,121.14. The outstanding assessments on those lots run from $17,782.42 to $46,974.03.
Municipal utility districts (MUDs) tax by value instead. Carmel West sits in Travis County MUD No. 23 at $0.2358 for 2026, while Carmel East, home of The Trails at Carmel, sits in MUD No. 24 at $0.95. The Grove at Blackhawk and Ridge at Blackhawk are in Lakeside MUD No. 5, which levied $0.97 for 2025; its 2026 rate was not posted on the county's file of September 25, 2026. None of these districts grants a homestead exemption, and every MUD and WCID in the table is active in the TCEQ Water Utility Database.
The seller must give you the district's notice before the contract, under Texas Water Code §49.452 for a MUD and Property Code §5.014 for a PID. The new construction buyer's guide works through how a district changes the monthly payment.

Is a Pflugerville new home inside city limits or in the ETJ?
A Pflugerville address does not mean Pflugerville city limits. The City's ETJ page says that as of November 2021 it covered 25.7 square miles with another 38.5 square miles of extraterritorial jurisdiction. The TCAD records for The Trails at Carmel, The Grove at Blackhawk, Ridge at Blackhawk, Sorento, Avalon and Edgebrooke list no City of Pflugerville line, so those homes pay no City tax.
Outside the city, the district on three of the five parcels we checked costs more than the City's $0.5436 would. The Trails at Carmel pays $0.95 to MUD No. 24, for $2.673013 combined. Edgebrooke, recorded as Howard Lane Phases 2 and 3, is the exception: no MUD, just Travis County ESD No. 17 at $0.032, for $1.755013.
The Pflugerville homes for sale page covers the ACC vote on November 3, 2026, which would add $0.1034 if Pflugerville ISD voters approve it. Pull the lot on the TCAD property search before comparing homes; the taxing units listed there decide the bill.

Which school district serves new homes in Pflugerville?
Every new-home parcel in this guide is in Pflugerville ISD, which says it serves more than 25,000 students on 35 campuses: 22 elementary, 7 middle, 4 high and 2 alternative schools. Its 2026-27 rate is unchanged at $1.1069 per $100, $0.7869 for maintenance and operations plus $0.32 for debt. This guide does not rate schools.
Campus assignments are about to change. The board approved closing four elementary schools, Dessau, Parmer Lane, Pflugerville and Windermere, effective the 2027-28 school year, and its rezoning task force is due to make a final boundary recommendation by November 2026. Taylor Morrison's Lisso page still names Pflugerville Elementary. Look up the address in the district's Find My School map, and check again after the board adopts new boundaries.
On November 3, 2026, Pflugerville ISD voters decide whether to join the Austin Community College District at $0.1034 per $100, which ACC estimates at $416 a year on the average $407,524 home with a homestead exemption.

Who provides water and power in Pflugerville, and what are the watering rules?
The City of Pflugerville gets most of its water from the Colorado River under a contract with the Lower Colorado River Authority, impounded at Lake Pflugerville, according to the City's water page. It serves water and wastewater inside its certificated service area, which is not the same as city limits. In the Lakeside WCIDs, Lakeside MUD No. 3 and the Kelly Lane WCIDs, the City says Crossroads Utility Services has taken over water and wastewater. Ask the builder which utility serves the lot.
The City's electricity provider map shows two providers, Austin Energy and Oncor, and its gas provider layer lists SiEnergy. Since August 10, 2026, the City has been back on year-round conservation: watering twice a week, before 10 a.m. or after 7 p.m., with even addresses on Thursday and Sunday and odd addresses on Wednesday and Saturday. On September 24 it asked customers to cut use during plant repairs. Ask the builder how it establishes new sod under those limits.

What does the City of Pflugerville inspect on a new house?
The City of Pflugerville permits new houses through its CityWorks public access portal and adopted the 2021 International Codes for plans submitted on or after April 1, 2022. Its list of required residential inspections runs to 20 steps, from plan review and the temporary power pole through the foundation and layout, frame group, insulation, wallboard and masonry, to the meter releases and the building final with a certificate of occupancy. The City says inspections cannot be scheduled until the permit is issued.
A City inspection checks code compliance at each stage for the permit; it is not an inspection on your behalf. A TREC-licensed inspector you hire works for you, and the pre-pour, pre-drywall and final stages are the natural times to book one. The new construction buyer's guide covers which inspections to add and how to write them into a builder contract.

How do you get from Pflugerville's new communities to Austin?
Two toll roads frame Pflugerville. TxDOT's Central Texas Turnpike System includes SH 130, which runs 49 miles from north I-35 in Georgetown to US 183 southeast of Austin, and the 13-mile SH 45 North. The City says Pflugerville residents opted out of Capital Metro service years ago, and none of CapMetro's Pickup zones covers Pflugerville.
The City runs Pfetch a Ride instead, an Uber-based program: the rider pays $5 and a City voucher covers up to $10 more, for rides within city limits or to the Tech Ridge Park & Ride and Three Points Plaza, up to 10 vouchers a month. Commute times depend on the lot and the hour, so this guide doesn't quote them. Drive the route from the community's entrance at the time you would leave for work.

What should you do before visiting a Pflugerville model home?
Sign a written buyer agreement with your own agent before you register at any Pflugerville sales office. Texas Occupations Code §1101.563 has required a written agreement before a license holder shows a home since January 1, 2026, and it must say that broker compensation is not set by law and is fully negotiable. Builders set their own agent-registration rules, so get the policy in writing before the first visit.
Then pull the lot on the TCAD property search to list every taxing unit, ask for the MUD notice or the PID's lot-type installment, and check the address in Pflugerville ISD's Find My School map, FEMA's Flood Map Service Center and the City's floodplain page. Compare any builder lender incentive with an outside quote; Freddie Mac's 30-year average was 7.28% for the week of October 1, 2026.
If you'd like the numbers run for a specific Pflugerville lot, bring the address and the builder's price sheet to David. He can pull the parcel's taxing units, the district or PID figures and a payment comparison before you register.
